If you like the service and have a locked in rate, transfer.
If you don't like the service and the rate is reasonable but not great, there are so many new services available to you that they are begging for business, call around and see which ones will offer you the best deal with the least amount of commitment. (In case you don't like them as well)
If you have DVR's and specific e-mail accounts you don't want to "loose" stay with the company and just transfer.
References :
Canceled old service, when with a new one years ago, they constantly give me great rates because I am a loyal customer. I can call anytime and they answer almost immediately. No contract at all, just an "agreement" to keep the service for a certain amount of time, if the promotional rate is applied, or pay the regular rate.

you should have everything transferred over, less hassle and no new fees. Now if you where dissatisfied with their service then cancel and start over.
