Is there government money for college students moving from home for the first time? Is there something the college student could apply for? Is there a way for this person to get extra money towards living expenses? Is there another way for this person to earn money elsewhere while going to school and work full-time?

Not that I’ve ever heard of. It might be covered by some kind of government grant that’s part of your financial aid package.

    I’m sure there is, I’m not sure how to go about getting it though. I don’t know if there’s programs out there specifically for students moving away for the first time or not. My best advice is to fill out the FAFSA http://www.fafsa.ed.gov/. When you start applying to colleges, they should be able to tell you about need based aid and point you toward government programs to apply for. If you’re in high school now, go to your counselor and ask about this because they should be able to help. Check out fastwebs.com for scholarships as well. I know you said you’ll be working full time, but you may consider going to a school that offers work study programs instead. And remember, many scholarships cover living expenses…room and board, and sometimes there’s even money left over for books and personal fees.
